In the intro to 'By You' Joe says something in Italian that I don't understand completely, but he mentions 4 years ago, "my love Antonia" and "thank you Rome".
The 'Note to Self' article in Washington City Paper helps a lot to understand what he was talking about: Joe and Antonia met when Fugazi played Forte Prenestino in 1995: https://washingtoncitypaper.com/article/237919/note-to-self/

There is a nice video of this show on youtube, it seems to be more complete than this recording, including more of the interlude between Repeater and By You, in which Ian recalls how on a previous occasion the audience sang to the band, he asks the audience to sing something while the band tunes up and they do. The video also includes 4 more songs at the end: Long Division, Give Me the Cure, Bad Mouth, and Version.
